Federico Balestrazzi is the founder and Managing Principal of Argos Advisory and Forensics, bringing over 25 years of experience in the design, construction, and forensic evaluation of high-rise residential, hospitality, and large-scale infrastructure projects. His work spans complex structural systems, building enclosures, specialty construction, and multi-trade coordination across some of the most technically demanding programs in the southeastern United States, the Caribbean, and internationally.

Forensic & Litigation Practice

Mr. Balestrazzi has built a focused forensic and litigation support practice, having been involved in over $500 million in construction litigation matters over the course of his career. He serves as an independent expert on construction defect matters involving high-rise and large-scale structures, providing expert opinions on causation, standard of care, and probable cost of repair.

He has supported parties through mediations, depositions, arbitrations, and trial proceedings, with assignments spanning the technical evaluation of engineers of record, general contractors, specialty subcontractors, and threshold inspectors, as well as the development and oversight of field and laboratory testing protocols across structural, waterproofing, and building systems.

Advisory & Scheduling

He advises owners, developers, and legal counsel on construction scheduling and delay matters, with a focus on critical path analysis, scope coordination, and the technical evaluation of change order claims on complex, multi-phase programs.

Owner's Representation

In parallel, Mr. Balestrazzi serves as owner's representative and engineer of record on major restoration and capital improvement programs, bringing a rigorous project-management perspective to contractor coordination, permitting, quality assurance, and risk mitigation. He has been retained on landmark port infrastructure and major international airport capital programs, including assignments in South Florida representing some of the most consequential infrastructure investments in the region.

Prior Experience

Prior to founding Argos, Mr. Balestrazzi held a senior role at a leading national engineering firm, where he led forensic and advisory work across luxury hospitality, high-rise residential, institutional, and sports and entertainment projects in the United States, the Caribbean, and Latin America.

Dr. Hossein Mosavi is a licensed civil engineer and forensic specialist with over fifteen years of experience in structural failure analysis, materials deterioration, concrete diagnostics, and construction defect litigation support. He holds a Doctor of Civil Engineering from the University of Florida. Dr. Mosavi is a Principal at Argos Advisory & Forensics and serves clients across the United States and internationally.

Forensic Practice

His forensic practice centers on high-rise residential and commercial structures, mixed-use developments, waterfront and marine assets, and infrastructure — with concentrated experience in coastal and tropical environments where accelerated corrosion, humidity-driven deterioration, and complex water intrusion are especially prevalent. He has conducted investigations throughout the continental United States and on international matters spanning South America, the Caribbean, and beyond.

Litigation Support

Dr. Mosavi provides full-service litigation support to attorneys, insurers, owners, developers, and contractors. His services include case evaluation, site investigation, destructive and non-destructive testing, written expert reports, Daubert-compliant opinions, deposition preparation, and trial testimony. His forensic opinions are grounded in ASTM, ACI, ASCE, and Florida Building Code standards and are prepared to withstand rigorous cross-examination.

Building Envelope & Cladding

Dr. Mosavi investigates stucco system failures, exterior cladding defects, curtain wall and window failures, sliding glass door defects, sealant and flashing deficiencies, and water intrusion — including moisture mapping, source identification, and remediation evaluation. His envelope practice extends to balcony and elevated structure failures involving structural deterioration, waterproofing deficiencies, guardrail defects, and spalling or delamination of structural elements.

Corrosion & Concrete Diagnostics

His corrosion engineering work includes half-cell potential surveys per ASTM C876, chloride ion penetration testing, carbonation depth measurement, and assessment of rebar and post-tensioning corrosion in reinforced and prestressed concrete. In concrete diagnostics, he evaluates structural cracking, delamination, spalling, alkali-silica reaction, and freeze-thaw damage.

Non-Destructive Testing & Service Life Modeling

Dr. Mosavi applies advanced non-destructive testing methodologies — including electrochemical corrosion measurement, rebound hammer testing, ground-penetrating radar, moisture meters, and petrographic analysis — and has developed novel testing applications in collaboration with the United States Federal Railroad Administration and the Florida Department of Transportation. He also specializes in service life modeling for structures in aggressive exposure environments.

Mr. Cuello is an aviation and unmanned systems professional with over eight years of experience in UAV operations, aerial data acquisition, and FAA-compliant flight operations across construction, infrastructure, and aviation environments. His work focuses on integrating advanced aerial technologies into real-world operational, engineering, and documentation workflows supporting technically demanding projects within complex urban and regulated environments.

UAV & Aerial Operations

Mr. Cuello has conducted drone operations involving high-rise structures, infrastructure assets, construction developments, and regulated metropolitan airspace environments throughout South Florida, the Washington metropolitan region, and other operationally sensitive areas. His experience includes aerial inspections, construction progress documentation, photogrammetry, thermal imaging, and visual data acquisition supporting engineering evaluations, project monitoring, and infrastructure-related assessments.

Aviation Safety & Regulatory Coordination

With a background in both manned aviation and unmanned aerial systems, Mr. Cuello brings operational knowledge of aviation safety principles, FAA regulatory compliance, flight risk management, and controlled airspace coordination. His work has included operations conducted in coordination with controlled, sensitive, and military-adjacent airspace environments requiring advanced authorization procedures, operational planning, and regulatory coordination. He has conducted aerial operations in support of engineering consultants, construction teams, infrastructure stakeholders, and forensic-related documentation efforts through aerial data acquisition and field-based operational support.

Mr. Cuello focuses on bridging field operations with emerging technologies including digital modeling, aerial mapping, remote sensing, and advanced visual documentation workflows. His approach emphasizes operational efficiency, safety, and the practical integration of aerial systems into multidisciplinary engineering and forensic-related projects.
